Several options in the Settings app cannot to be turned On or Off (grayed out). This is usually caused by a wrong setting or a few wrong registry values.

[Solution 1] Allow diagnostic and usage data

  1. Open the Settings app.
  2. Open Privacy and click Diagnostics & feedback.
  3. Select Basic or Full (Recommended) under Diagnostic and usage data.
  4. Restart the computer.

[Solution 2] Change Registry settings from deny to allow

  1. Open Run and execute Regedit
  2. Open HKEY_CURRENT_USER\ SOFTWARE\ Microsoft\ Windows\ CurrentVersion\ DeviceAccess\ Global.
  3. Change the values of all keys from Deny to Allow
  4. Restart the computer.

[Solution 3] Fixing Windows Defender group policy issues

  1. Open Run and execute Regedit
  2. Right-click HKLM\ Software\ Policies\ Microsoft\ Windows Defender and select Export
  3. Give the file any name you desire and save it to your Desktop. This will function as a backup.
  4. Next, click HKLM\ Software\ Policies\ Microsoft\ Windows Defender and choose Delete.
  5. Restart the computer. Windows Defender should now function as usual.
