When you're unable to create a new homegroup or join an existing one, it usually means that either the required services are not running or idstore.sst turned corrupt.
[Solution 1] Turn on network detection
- Open the Control Panel.
- Open Network and Sharing Centre and click Change advanced sharing settings.
- Extend Private and select Turn on network discovery.
- Restart the computer.
[Solution 2] Turn on the required services
- Open Run and execute Services.msc.
- Right-click on the required services, click Properties and change the Startup type to Automatic.
- Click Start in the left pane if the selected service isn't running yet.

- Computer Browser
- DHCP Client
- DNS Client
- Network Connections
- Network Location Awareness
- Remote Procedure Call (RPC)
- Server
- TCP/IP Netbios helper
- WLAN AutoConfig
- Workstation
- Repeat these steps for every computer you wish to include in the homegroup.
[Solution 3] Reset the idstore.sset file
- Open C:\Windows\ServiceProfiles\LocalService\AppData\Roaming\PeerNetworking.
- Delete the idstore.sset file.
- Restart the computer.
